How to restrict users from changing desktop wallpaper?
Restrict users from desktop wallpaper through registry. You can do this just by setting different value of the certain registry DWORD.
The following are the detailed and exact steps. Note: Incorrectly editing the registry may severely damage your system. Before making changes to the registry, you should back up any valued data on your computer including your registry (see, How to backup windows registry?).
Click the Start button, and then click Run.
In the Open box, type "regedit" (without the quotation marks), and then click OK.
In Registry Editor, locate the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
\ActiveDesktop\NoChangingWallpaper
This DWORD value 1 will stop people from being able to change their desktop wallpaper. A value of 0 will allow users to change the wallpaper.
