Outlook 2002 normally limits folders to 16,000 or so contacts. Information on increasing this limit in Outlook 2002 to 64,000 contacts can be found at:

Outlook 2003 and Outlook 2007 limit folder to approximately 64,500 contacts. This limit cannot be changed.
