In addition to creating totally new skins, you can open existing skins to extract the graphics from them for easy re-use.

Most skin authors don't mind you using their chatlist icons or the like (certainly if you give them credit on your website) and this makes creating skins a breeze for new skinmakers.

This program is also handy if you want to tweak the colors on a skin you like - maybe they're too dark or too bright.. from now on you'll have full control.
