SurfNoter does not need an Internet connection, and is browser independent. It keeps free form notes, descriptions, and of course the URL.
SurfNoter sorts them automatically, prints them out if you want to, and allows searching by anything. When a URL is double clicked it calls up your default browser with the address fed to it.
