Dubya (FWD) is a mail client that isn't. Just like Outlook or Eudora, it can download mail, sort through it, and forward it on again according to rules you control.
But unlike those heavyweight programs it doesn't then force the users to use dubya for answering the email. Plus, one installation of Dubya can manage multiple mail accounts - people with dubya scanning their accounts don't even have to know what dubya does, or where it's running from.
