You quickly read the contents of this smaller pop-up window and then close it. You are right back to your original reading with no problems. Another example may be that you are a member of a message board site.

You go to one of the pages and it needs your password and user id. It could simply open a smaller pop-up window asking you for your name and password then disappear and bring you right back to the page you wanted. These are both valid and good use of a pop-up window.
However, advertisers and sites that use advertising to support themselves have taken it too far.

With the newer high-speed connections, pop-up windows appear so quickly that you can not get rid of them fast enough, often the ads are tricky and use a pop-under technique so you don\'t even know they are there until you close your browser.
