CityTime is a simple command line tool designed to calculate remote times based on your current system time, so it doesn't need or use the Internet.
Please note that Citytime doesn't support Daylight Savings adjustments, so in some cases where Daylight Savings are used the time displayed may be out by hal or one hour.
